This Blender setup is a grid of cuboid instances which rotations are driven by multiple wave textures, one for each axis. Different scale, detail, and distortions amounts per wave texture produce the random rotations instead of using a noise texture that does not loop easily. Waves textures are easy to loop because of the phase offset will loop every 2 x 𝜋.

This setup is inspired by a istock photo footage.
