Project MKUltra was a covert CIA human experimentation program that ran from 1953 to 1973. During this time, a variety of subjects, including volunteers, prisoners, and unsuspecting individuals, were given hallucinogenic drugs in an effort to develop mind control techniques and incapacitating substances.
In 1956, notorious Boston crime lord James "Whitey" Bulger, then serving time for armed robbery and truck hijacking at Atlanta Penitentiary, claimed to have been subjected to these experiments. According to Bulger, he and other inmates were misled into believing they were assisting in schizophrenia research, only to later discover they were part of the MKUltra mind control studies. This was confirmed by declassified CIA documents.
Over an 18-month period, Bulger and 18 other prisoners, who had volunteered in exchange for reduced sentences, were administered LSD and other drugs. Bulger described these experiments as "nightmarish," writing in his journals that he heard voices and feared losing his sanity. He believed he might be institutionalized permanently if he revealed his condition.
After being transferred to maximum security at Alcatraz in 1959, Bulger spent his time staying fit, taking educational courses, and reading extensively on poetry, politics, and military history. He was later moved to Leavenworth and Lewisburg Federal Penitentiaries, and in 1965, after serving nine years, his parole request was granted. He remained free from arrest for the next 46 years.
Across the U.S., similar experiments were conducted on prisoners, many of whom later filed lawsuits that led to further investigations. These experiments included high-risk cancer treatments, testing of strong skin creams, exposure to dioxin, and high doses of LSD.
