You won't BELIEVE what's wrong with it! | Rolair "The Bull" Air Compressor Trash Pick

I picked this Rolair (The Bull) 2-HP 4.3-Gallon Contractor Twin Stack Air Compressor Model FC2002 MK246 out of the trash the other night. It's clearly gone without routine maintenance or care for a while and was left in very filthy conditions for some period of time before it was set out to the curb for the trash man. First question is, can we get it running? Second question is...is it SAFE?

We'll troubleshoot why BOTH the cold start bleeder valve and the unloader valve attached to the pressure switch are bleeding air at startup and why the unit fails to build any pressure. We'll also discover that the unit had a lot of water inside the tanks. Could it be a faulty cylinder head gasket? Reed valve? Check valve? Weak motor? Or is it something else very stupid and simple?
