The queen has addressed British MPs at the State Opening of Parliament on Monday following a five-day prorogue men.
In a speech written by UK Prime Minister Boris Johnson’s administration, Queen Elizabeth outlined the UK government’s ‘optimistic and ambitious’ legislative agenda for the coming parliamentary session.
Arriving at the Palace of Westminster amid much pomp and circumstance in a carriage procession, Queen Elizabeth gave her address from the throne in the House of Lords.
Unsurprisingly, the Queen’s Speech opened with a nod to Brexit, with Queen Elizabeth stating: ‘My government’s priority has always been to secure the United Kingdom’s departure from the European Union on October 31.
‘My government intends to work towards a new partnership with the European Union based on free trade and friendly cooperation.’
To this end, the Queen said that the cabinet will devise new regimes related to agriculture, fisheries, and trade, ‘seizing the opportunities that arise from leaving the European Union’.

Announcing the UK government’s proposed bill on immigration, which will end freedom of movement for EU citizens and bring in a points-based immigration system from 2021, the Queen said: ‘My government remains committed to ensuring that resident European citizens, who have built their lives in and contributed so much to the United Kingdom, have the right to remain.’
Further legislative proposals were outlined, identifying economic growth, the development of the NHS, prevention of violent crime, and improvement of transport, digital, and energy infrastructure as key aims of Johnson’s administration.
Speaking on environmental issues, Queen Elizabeth asserted that ‘for the first time, environmental principles will be enshrined in law’, to ‘protect and improve the environment for future generations, with proposed measures focusing on improving air and water quality, reducing plastic pollution and restoring natural habitats.
The ‘integrity and prosperity of the union were also highlighted as a focal priority during the address, as Queen Elizabeth stated: ‘My government remains committed to working with all parties in Northern Ireland to support the return of devolved government and to address the legacy of the past.’
In concluding her speech, Queen Elizabeth stated: ‘As the United Kingdom leaves the European Union, my government will ensure that it continues to play a leading role in global affairs, defending its interests and promoting its values.
‘My government will be at the forefront of efforts to solve the most complex international security issues. It will champion global free trade and work alongside international partners to solve the most pressing global challenges.
‘It will prioritize tackling climate change and ensuring that all girls have access to 12 years of quality education.’
Generally, an annual event, the Queen’s Speech declares the beginning of a new parliamentary session and allows the government of the day to advance its legislative agenda.
The Queen’s Speech on Monday differs from previous monarchical addresses in that Boris Johnson lacks a parliamentary majority, meaning that the Queen’s Speech may not be passed by MPs
