Yessss, I already did a comparison for myself between Cipher and Tribbie. Cipher can reach 10 M, but remember Hoyo hates TruE, "as per usual."
That being said, if you want a "low cost", swap your e3 Cipher (because everyone has her like that..) to e1 Tribbie is could be better here, I don't have her tho.
Then again, as I have e3 Cipher, her e4 is indeed a great powerspike as this team has a lot of atks what the heck? Or that's what a friend threw me with his Excel calculations •⩊•

So... yeah, if you want a rerun to revive this team on 4.X (IF HOYO DOESN'T KILL MY PINK GIRLS AS HARD AS THEY DID WITH FIREFLY), you can pull Evernight's e1... instead of Cyrene(?) $-$
But only if you already own a Hyacine's lc, then a Hyacine, prob a Tribbie e1 (bc she's more generalist), then you can go for Evernight's e1... and then for Cyrene e.e
