a plateau in the Kaghan Valley of Mansehra District,

Khyber Pakhtunkhwa in northern Pakistan at a height of 2,362 metres (7,749 ft) above sea level. Sure yes you can drive on,the road from Islamabad all the way to Naran/Shogran is not bad at all. In my opinion till Naran is OK but for Shogran you should hire Jeep and leave your vehicle at Kwai.
