This Promo CD was only sold in Japan to promote the 1990 Japan Tour of Starlight Express. I have no idea if this was sold in stores or at the venue.
The Japanese on the cover says "London Musume - The Train" which translates to London Girls - The Train.

3:31 - Girls Rolling Stock (Not the same as the one in the show)

Singers: Nikki Belsher, Debbie Wake, C.Jay Ranger and Caron Cardelle.
