ROR is a set of different rules. Here meaning cannot be extracted by reading just one rule. All the rules are related to each other. Therefore, extracting meaning on the basis of only one rule will give incomplete/wrong information. ROR is a book of law in which you will have to interpret and analyze at your own discretion. Your analysis should be rule based logical which can prove the action taken by you under the rule. For example, if you turn on identity lights RAM or NUC or something then you will have to prove that the circumstances on your ship that caused you to use those identity lights, otherwise you cannot do that and prosecution may occur. Similarly, the action you have taken for collision avoidance should be according to the rules, otherwise legal action can be taken against you. You can base various decisions of the marine court on the veracity of your argument or analysis. The decisions of the Marine Court define the rules.
