Centre enlarged the scope of Emergency Credit Line Guarantee Scheme (ECLGS) to cover loans up to ₹2 crore for setting up on-site oxygen generation plants at healthcare facilities
ECLGS was launched last year to help businesses tide over the national lockdown’s adverse effects
ECLGS 4.0 (includes) 100% guarantee cover to loans upto ₹2 crore to hospitals, nursing homes, clinics,medical colleges for setting up on-site oxygen generation plants, interest rate capped at 7.5%

NSA is a preventive detention law, which empowers Centre or a State government to detain a person to prevent him from acting in any manner prejudicial to national security, to protect public order etc.
Person can be detained for maximum period of 12 months, but the term can be extended if government finds fresh evidence.
Some Basic Rights that are denied under NSA, including:
Right to be informed of the reason for the arrest ( Section 50 of -Cr.PC)
Here person can be kept in dark for 5/10 days
Sections 56 and 76 Cr. PC, providing a person has to be produced before a court within 24 hours of arrest
Article 22(1) of Constitution has right to consult/ be defended by, a legal practitioner of his choice.
He doesn’t have same right before Advisory board
About preventive detention: Preventive Detention arrest a person in order to keep him/her from committing future crimes/ from escaping future prosecution
Article 22 (3) (b) of Constitution allows preventive detention on personal liberty for reasons of state security and public order
Article 22(4) states that no law providing for preventive detention shall authorise detention of a person for a longer period than three months unless, Advisory Board reports sufficient cause for extended detention.
44th Amendment Act of 1978 reduced period from 3 to 2 month, but is not brought into practice.
These laws trace their origin from colonial era like Bengal Regulation III of 1818 empowering the govt to arrest anyone for defence, without recourse to judicial proceeding, (similar Rawlect act)
Post Independence , Jawaharlal Nehru enacted Preventive Detention Act of 1950 (expired in 1969), NSA is close to it.
Accused denied anticipatory bail can be given protection: Supreme Court judgment said accused denied anticipatory bail can, in exceptional circumstances, still be given protection from immediate arrest if his sudden incarceration, will plunge his personal affairs/family into crisis.
If accused is primary breadwinner and his absence may push in family into starvation
Relief include, retaining his personal liberty for “some time to make arrangement for his family
However,courts said it should not use this discretion to grant “judicial largesse” to accused persons.
Must necessarily be narrowly tailored to protect interests of the applicant
Types of bail in india: Regular Bail: direction given by the Court (any Court within country) to release a person who is already under arrest
This applicant can file under under Section 437 and 439 of CrPC
Interim Bail: Bail granted for a temporary and short period by the Court till the application seeking Anticipatory Bail or Regular Bail is pending before a Court.
Anticipatory Bail; This provision allows a person to seek bail in anticipation of an arrest on accusation of having committed a non-bailable offence.
