STORYLINE:
Uruguay's President Tabare Vazquez inaugurated the shipping terminal for a controversial wood pulp plant on Wednesday as naval patrols kept Argentine environmentalists from approaching.
The complex, which brings in wood and ships out cellulose, brings the Botnia plant a major step closer to its planned completion later this year, despite efforts by Argentina's government and environmentalists to block it.
Demonstrators in motorboats with protest banners fluttering cruised to the mid-channel border of the Uruguay River.
Vazquez cut a blue-and-white ribbon at the inauguration ceremony.
The 1.2 (b) billion US dollar (600-million pound) mill built by the Finnish consortium Oy Metsa-Botnia AB and Kymmene Corporation is the largest foreign investment ever made in the small South American country.
It will turn fast-growing eucalyptus trees from the Rio Uruguay valley into enough wood pulp to make Uruguayan exports grow by 10% a year.
The new terminal will be used to ship cellulose in heavy sheets to paper-making factories in China, Europe and North America.
Argentina's government says the mill breaches a river protection treaty, siding with environmentalist who claim the plant will pollute pristine farm and tourist areas. Uruguay rejects the allegations and complains that two years of Argentine protests which blocked bridges leading to Uruguay have brought heavy trade losses.
The inter-nation dispute is pending before the World Court.
Botnia is Europe's second biggest manufacturer of chemical pulp, with a capacity of 2.7 million tons (tonnes) a year of bleached softwood and hardwood pulps. Botnia has five mills, all in Finland.
The Kymmene Group is the world's leading producer of printing papers, with production plants in 17 countries.
Together, the companies own thousands of hectares of eucalyptus plantations near Fray Bentos, Uruguay.
