Health Canada's Medical Marihuana Access Regulations (MMAR) is slated to transition to the Medical Marijuana Program Regulations (MMPR) beginning March 31, 2013, with full implementation being in effect by March 31 2014. Their proposal would result in all patients losing the right to grow their own medicine or appoint someone else to do it for them by 2104.

The MMAR PPL/DPL Coalition is currently collecting Impact Statements from all segments of Canadian society affected by the proposed MMPR. Patients with licenses to possess and produce will be affected by the proposed regulations as will all segments of Canadian society including patients unable to meet Health Canada's onerous requirements to be enrolled in the program, designated cultivators, family members, friends and the entire cannabis community (compassion clubs, hydroponic shops, nutrient companies, vaporizer distributors, etc.).

The Coalition is empowered with one voice and a collective conscience that will not permit the abrogation and derogation of patient's rights to maintain their mental and physical health while using cannabis as medicine.

The purpose of the Coalition is to stop some or all of the proposed amendments. We have retained, and are planning legal action through, John Conroy (QC). John has considerable experience and has been involved in this type of litigation for some years. For Health Canada to comply with Section 7 of the Canadian Constitution's Charter of Rights & Freedoms, the MMPR must allow for a patient to have 'reasonable' access to their medicine. The proposed regulations phase out all affordable personal/designated production of cannabis. Corporate cultivators will receive the government's approval to distribute medical cannabis at $8.80 a gram. This will drastically impact patients who will lose the genetics of thousands of unique strains to treat their individual medical conditions and who will be forced back to consuming toxic pharmaceuticals with extremely negative side effects.

Impact statements voicing concerns and sharing tales of horror and woe is progressing rapidly as patients live in stark terror of these pending regulations. Rather than consume ineffective government contracted homogenized cannabis at hugely inflated prices, patients may risk committing an indictable offense by cultivating effective strain specific cannabis in their homes and gardens to maintain their mental and physical well-being. The alternative is that patients will become an ever increasing burden on an already dwindling health care budget due to the ramifications of being denied the right to grow their own medicine.

The Coalition hopes to empower patients, caregivers, families and the cannabis industry and, in the process, transform their lives and their communities by fighting this unjust proposed new regulation. Collective peer action via empowerment is a key component to ensuring that social justice prevails.
