Background – Indonesia Local Service Delivery Improvement Project

The Government of Indonesia and the World Bank are in the process of preparing the Indonesia Local Service Delivery Improvement Project (P180270, hereinafter referred to as Project) supporting upstream waste management including waste generation, transport, transfer, recycling and intermediate treatment. The objective of the project is to support local governments in Indonesia to build financial and institutional capacities for improving solid waste management services in select local governments in Indonesia. The project is currently under design and preparation and is expected to start implementation in 2024. The Project is anchored in the following three components:

Component 1 – Technical advisory and policy development support for national government
The Project will provide technical support for national level policies, regulation, and data platforms needed as the basis for improved SWM service delivery at the local level and better monitoring at the national level, including the revision of local government laws, development of technical guidance under Ministry of Home Affairs (MOHA) and development of a national implementation regulation to strengthen the enforcement of waste segregation. This component will provide support at the national level to the central ministries in charge of passing key level reforms to enable SWM service improvements at the local level.
Component 2 – Performance based grants (PBGs) to local governments for SWM service delivery
This component will finance support to improve coverage and quality of SWM local services through PBGs that will incentive institutional reforms through financial allocations that local governments will get over their current budgetary allocation.
Component 3 – Technical assistance, project management, and implementation support
This component will provide technical assistance, project management and implementation support to all activities at both national and local levels. This component will provide support at the local level for policy and institutional reforms as well as technical assistance and capacity building activities to execute all grant-financed activities.
About the Tokyo Development Learning Center

The Tokyo Development Learning Center (TDLC) was launched in June 2004 under a partnership between Japan and the World Bank. TDLC is managed by the World Bank Global Practice for Urban, Disaster Risk Management, Resilience and Land (GPURL) and overseen by a steering committee, which is a collaboration of the Japanese Ministry of Finance and the World Bank.

Positioned as a global disseminator of development solutions, TDLC serves as a one-stop hub to identify Japanese and global best practices, generate new insights, and share actionable solutions through four core activities: Technical Deep Dives (TDDs), operational support, research and publications, and collaborations through the City Partnership Program (CPP). These are agile and demand-driven activities positioned to respond in a timely manner to rapidly changing urban development challenges and the needs of World Bank projects in developing countries. All TDLC programs are synergistically integrated to identify and unpack innovations and demand-driven development solutions from Japan and beyond.

TDLC Operational Support

To pave the way for sound design and preparation of project activities in Indonesia, TDLC, through its Operational Support (OS) program, will provide support to the Project with the objective of enhancing project preparation by leveraging experiences and knowledge from Japan on strengthening municipal service delivery and promoting circularity in waste management.

This OS will be heavily supported by Japanese expertise and will be delivered in collaboration with two Japanese cities – the City of Yokohama and Kitakyushu, both who are members of TDLC’s City Partnership Program (CPP). Both cities have extensive experience and relevant lessons on waste, including working with the relevant national authorities as well as working directly with the community. In addition to the Japanese cities, this OS will draw on the knowledge and experiences of interagency cooperation and coordination between the concerned national agencies in Japan in the delivery of waste management services, and how the national agencies work with city governments to implement safe and efficient collection and treatment of waste.
