Where is Laugh Tale?

We have wanted to know the location of the mysterious island known as Laugh Tale since it was first named when the Strawhats first entered the Grand Line, although it was originally Romanized as "Raftel" until relatively recently... You could even argue that we wanted to know its location before we knew its name as it is ultimately the location of the One Piece. Many people think the better question is why nobody has stumbled upon it, but I think the two questions may be connected... What if everyone's looking in the wrong place?
