The gameplay consists of high-speed personal watercraft races across three different courses, which correspond to three difficulty settings: Novice, Intermediate, and Expert. These tracks are distinct and not merely re-skinned versions of the same route.
The Novice track takes place on a calm river, the Intermediate track introduces island sections and caves, and the Expert track is set in a more urban and challenging environment, likely intended to replicate a city lake or waterfront area with more hazards and sharper turns.

These environments are clearly visible in direct-capture arcade footage, confirming that the track layout changes between difficulties and not just the AI difficulty or lap limits. Each course is presented with detailed water physics, environmental design, and background objects.

WaveRunner GP uses a unique arcade cabinet setup that attempts to simulate the feel of riding an actual jet-ski. Players lean into corners by shifting their body weight, and the controls involve analog handlebars and throttle input rather than traditional joysticks. Some versions of the cabinet include motion-based feedback to amplify the simulation aspect.
