Why does Chennai flood everytime it rains?

Severe cyclonic storm Michaung hit Chennai on December 04, triggering more than 40 cm of rainfall in 48 hours. This wreaked havoc in areas across Chennai,flooding roads and houses.17 people were killed in rain-related accidents. Several residents alleged that the flooding was a regular occurrence whenever the city received severe rainfall. But why does the city fall prey to flooding everytime it rains?
