The Crow is a tackle Interceptor, and therefore it lacks DPS and makes it hard to bring down targets in non 1v1 scenarios which limits your engagement potential a lot while roaming because you can't assassinate hostile frigates/interceptors fast enough while also being able to get out, The Crow is actually worse than the Kestrel in direct combat stats, but by combining good piloting with the Scram range bonus you can get the most effective range out of your rockets as possible.
