Culture, Community and Youth Minister Edwin Tong said Singapore citizenship should be granted based on a "holistic and sustained" approach. This includes other factors such as length of stay in the country, or if the person has studied in a national school. He was refuting the Leader of the Opposition, who called for an English test as a criteria. Mr Tong said this is particularly when Singapore has four official languages.
