Mikhail Faustin used to be respected. Some even feared him. But by the time Niko Bellic crosses his path in Grand Theft Auto IV, he’s already a man losing control of everything.

Its hard to say definitively as there is no real indicators he did. Nor is there anything that says he wanted to continue living. In fact I'd argue there is more evidence Mikhail Faustin was willing to hang it all up.
