Here is my guaranteed way of farming them. Despite what some may say, it does NOT have to be a full moon as you can clearly tell from a crescent, gibbous, and even a Blood Moon at the end!

1. Fly to the southern peak shrine on Dueling Peaks (Shee Vaneer)
2. Climb up top by the Korok, make a fire and sit until night (9pm/2100)
3. At about 10pm, the moon will rise in the north east
4. Shortly after 11pm, a star fragment will usually drop somewhere northeast of you.
5. Mark it with a pin and travel to the closest shrine. Daka Tuss is the one I use the most as they usually drop around that area for me and the area is all wetlands so you can still sprint.
6. Save the game, hit the home menu and close the game.
7. Restart the app and repeat.
