Did UK Ports Fail to Understand Brexit?

UK Port Authorities are saying they should be compensated if the brexit checking facilities they invested in do not get used. I have sympathy for this position, because they were failed by a fickle and incompetent Tory government. However, it was also predictable that the facilities wouldn't be fully utilised because that would have cost the government the election, even if they didn't fail on everything else. Should the project managers not have done better with their business planning?
