Anderson was involved in two murders besides being the prime suspect in Tupac's shooting. However, as Robert Ladd explained, prosecution was halted due to a lack of sufficient evidence. The DA was aware that prosecuting Anderson, who was in the spotlight due to the Tupac case, needed stronger proof. Furthermore, presenting witnesses to testify was a challenge, given their lack of credibility. This issue was common in gang cases, making them hard to prove.
