I think if you wanted to make this deck nightmarish without changing the theme, you add in 2 Southern Plans + a 2nd Burst of Fire, replace yokosuka with the new Type 94 TK, and replace Raiding Brigade with On The Ascent (which salvages the lowest attack units on board for 3 kredits).
Normal Japan Burn would also be awful to play against because of Honor and Loyalty, we play with Take Liberty because we like to gamble and it counters countermeasures.

I think a combination of Fiery Ambushes, a second tony, and getting better at playing the deck has made this more effective. Also, facing opponents with terrible decks/curves helps, and Burst of Fire is legitimately unfair.
