The central government intends to regularize all immigrants—with some exceptions—who arrived in Spain before December 31, 2024, through a "single authorization for exceptional circumstances," which will enable foreigners to reside and work throughout the country. However, the government's majority partner has changed its position in response to the entry into force, this Tuesday, of the new Immigration Regulations. While they "improve and make more flexible" the requirements for immigrants to obtain a residence permit, "there is a significant number of people" who will not be able to obtain such a permit despite remaining in Spain "for a long time." The draft, advanced by the newspaper El País , cites as examples people who have withdrawn their application for international protection or vulnerable people.The Secretary of State for Migration, Pilar Cancela, is leading the negotiations with the parliamentary groups. The Government is willing to agree on the fine print of the Royal Decree that will regulate the procedure and requirements for obtaining authorizations, which must be approved within a maximum of six months once the ILP receives the final green light in Congress. To this end, the Government will work hard to secure the favorable votes of the PNV (Basque Nationalist Party) and Junts (Junts), which are more reluctant to promote mass regularization. The Popular Party, which voted in favor of considering it, is being pressured by organizations close to the Church that favor the measure.In the explanatory statement, the draft states that Spain is a country in which migration "has been a determining factor in our past and continues to be so in the construction of our present and future."
