The Office of the Chair of the African Group of Negotiators (AGN) collaborated in convening the AGN conference under the theme of “Strengthening Africa’s Leadership in Climate Action and Negotiations, from 12th -16th August 2024, in Nairobi. Kenya’s climate leadership as the Chair of the Committee of Africa’s Heads of State and Government on Climate Change (CAHOSCC) and Kenya’s Special Envoy for Climate Change assuming the role of the Chair of AGN in the UNFCCC, has created a unique opportunity for strengthening Africa’s leadership and engagement within the global climate negotiations and to drive transformative action.

This convening brought 46 AGNs comprising of the National Focal Points (NFPs) and Lead Coordinators (LCs) to develop, elaborate and discuss Africa’s technical positions for the Conferences of Parties (UNFCCC COP29 and UNCCD COP16). The convening created a forum for the negotiators to agree on how to frame Africa’s agenda and create interlinkage on the global stage of the UNFCCC and other Rio Conventions.

The African Group of Negotiators (AGN) consists of climate change negotiators of every African country. The AGN gets its direction from the African Ministers of Environment (AMCEN), the committee of the African Heads of State and Government on Climate Change (CAHOSCC) and the African Union Assembly.

The African Group of Negotiators (AGN), comprising of lead negotiators from across all the 54 African Countries (African block) is a recognized group responsible for block multilateral climate change negotiations under the United Nations Framework Convention on Climate Change (UNFCCC). AGN is a party to the UNFCCC, as it was established to speak with a common and unified voice for the African region.

The support architecture of the AGN is structured around the African Union (AU). With the Conference of African Heads of State and Government on Climate Change (CAHOSCC) and the African Ministerial Conference on the Environment (AMCEN) providing political leadership to AGN. Both CAHOSCC and AMCEN approve and endorse the common African position on climate change that AGN then pushes for during UNFCCC negotiations.
Ambassador Mohamed Ali is first and foremost, Kenya’s Special Envoy on Climate Change, and is currently the Chairperson of the African Group of Negotiators (AGN) based at the Office of the Presidency of the Republic of Kenya. Kenya (President Ruto) currently also chairs the CAHOSCC.
