Former Victorian Liberal Party president Michael Kroger says Joe Biden is "finished" after his presidential debate with Donald Trump in Atlanta sparked discussion on the US President's mental state.

"Let me be the first to announce that Biden is not going to be running," he told Sky News Australia host Danica De Giorgio.

"He's going to pull out - most likely before or at the convention, or if he wins the convention, within a couple of months."
