The Kuki-Zo community of Manipur have endured an ethnic cleansing campaign and constant attacks against it by the majority Meetei community since May 3rd , 2023. The audio recording that has recently surfaced where the Chief Minister openly boasts about his leadership role in orchestrating the war against Kuki-Zo community and how he ordered the State Forces to bomb Kuki-Zo villages, only proves what the Kuki-Zo people already know: that the ethnic persecution of the Kuki-Zo has the full support of Meetei dominated Manipur government led by Chief Minister Shri N. Biren Singh. If the complicity and the involvement of the state machinery and state forces in unleashing violence against the Kuki Zo minority was ever in doubt, the audio recording mentioned above should dispel it.
We put forth the following demands for your kind and urgent consideration to find lasting peace in the region.

1. Immediate arrest and trial of Shri N. Biren Singh, Chief Minister of Manipur
Since the Chief Minister Shri N. Biren Singh has openly declared his involvement in spearheading the violence in Manipur, we demand that he should be immediately arrested and a criminal investigation under the supervision of Supreme Court of India be initiated against him. A thorough and impartial investigation has to be carried out to arrest and punish all ministers and officials involved in the ethnic persecution of the minority Kuki-Zo community.

2. Restrengthening of Buffer Zones
The majority Meetei community has continuously defamed the central forces, particularly the Assam Rifles, as siding with the Kuki Zo community and seeking their removal from sensitive buffer zones. The Assam Rifles is a neutral force with over 200 years of familiarity and experience in the sensitive North East of India that has, from the beginning, kept the two sides separate by positioning itself in the middle. If it were not for them, the scale of violence, ethnic cleansing, and pogrom against the Kuki-Zo would have been much worse. There are more than fifty thousand Meetei secessionist militants amongst the Arambai Tenggol, Meetei Leepun, and United National Liberation Front who have sophisticated and automatic weapons, many acquired from state armories by loot or complicity. If these terrorists are to be stopped from attacking Kuki-Zo villages, the continued deployment of Assam Rifles in vulnerable areas of the buffer zones should not only be continued but strengthened. For the Kuki–Zo, no other central armed police force is adequately prepared or independent enough to be able to discharge this task.

3. Interim administration for Kuki-Zo areas
Under the current situation, the capital of Manipur, Imphal, remains out of bounds for Kuki-Zo Ministers, MLAs, bureaucrats, and the civilian population and is virtually isolated from the rest of the country. This has severely affected administration and services in Kuki-Zo areas of Manipur, which lack basic infrastructure for medical care, education, and road and air connectivity, leading to untold human suffering of the people. The Kuki-Zo are being denied developmental needs. Even voluntary efforts by villagers to build roads and bridges are being obstructed by a malicious government. It cannot be in anyone’s interest to allow an ungoverned space within India that can be a recipe for lawlessness. To look after the immediate needs of the Kuki Zo hill areas, we demand an interim transitional central administration with a Chief Secretary and Director General of Police.

4. Formation of Union Territory with Legislature for Kuki-Zo tribals.

Honorable Prime Minister, we seek your personal and immediate intervention in the matter.
