Packaging is one of the basic InDesign features. InDesign uses files from many different locations in a single document layout, and keeping track of these links manually is not a great use of time. This is what packaging is for.
A function of the program, the 'Package' command will gather up whatever files have been used in a given layout, and collect them for you into an organised copy. So all the links and fonts can be kept along with the InDesign file that requires them, and the layout will open and display correctly.
Packaging was traditionally used for exchanging files with printers and service bureaus (a function now largely replaced by PDF); these days it's most common purpose is to collect an InDesign document layout so it can be properly archived.
By packaging completed layouts, you can be sure that they will be able to be opened and edited in the future, should the need arise.
