Dolores O'Riordan wrote the song during the band’s English tour in 1993 in memory of two young boys, Tim Parry and Johnathan Ball, who were killed in an IRA bombing in Warrington, England.

She refers to the IRA as hypocrites in the song claiming that one cannot carry out acts of violence and stand with the common people. This message carries out meaning in other conflicts throughout our times.
