If you're encountering a file system error (-2147416359) which prevent from opening picture, you can try the following steps to solve the problem:
In the search box type run
In the best match click on run app
Write down services.msc on the box and click on ok.
A services window will appear.
Now scroll down to find windows license manager.
After you find it, right click on windows license manager and click on properties.
In the general tab, select manual in the startup type. If manual is selected in yours that’s all right.
Click on Apply.
Click on Start.
Click on OK.
Now Restart Your PC.
And try to open any picture.
