By 1962, Soviet reconnaissance satellites like the Zenit series were photographing NATO military installations across Western Europe with increasing resolution. Every radar installation, every missile silo, every command post was catalogued and targeted.

The CIA, working alongside military intelligence and NATO allies, developed an elegant countermeasure: build hundreds of fake military sites that would fool overhead surveillance. Using plywood frames, cardboard panels, metallic foil reflectors, and carefully painted canvas, teams constructed convincing replicas of radar stations, SAM batteries, and communications facilities.

The deception went far beyond simple props. Teams created fake tire tracks, simulated vehicle movement patterns, and even generated false electronic emissions to make the sites appear active on Soviet SIGINT intercepts. From 60,000 feet, these decoys were virtually indistinguishable from the real thing.

The result was strategic: Soviet targeting planners were forced to allocate real nuclear warheads — each costing millions — to destroy installations made of cardboard and tinfoil. Every missile aimed at a fake site was one less aimed at a real base. The program represented one of the most cost-effective defensive strategies of the entire Cold War.
