1999 Bandit 1200S - Fuel tap issues

In which my 1999 Bandit 1200S runs only with the fuel tap set to PRIME, and the process of diagnosing and solving the problem.

Note that at around 16:15 I comment that the action is stiff but smooth. That's because I should have greased the wave washer back at 15:35. The next time I had the tank drained I took the face plate and wave washer off to do just that, and it is easier to turn now.
