ఐదేళ్లలో రాష్ట్రంలో కొన్ని చోట్ల జగన్ ప్రభుత్వం సామంత రాజులను తయారుచేసింది. మంత్రులు, వైకాపా ఎమ్మెల్యేల్లో అత్యధికులు అరాచకాలకు, అకృత్యాలకు అతీతులు కాకపోయినా... కొన్ని నియోజకవర్గాల్లో మాత్రం ఎవరూ ఊహించని స్థాయిలో కొంత మంది దారుణాలు చేశారు. వాటినే నేర సామ్రాజ్యాలుగా మార్చుకొని... విపక్ష నేతలు, సామాన్యుల నోళ్లు నొక్కేశారు. పాశవిక ప్రవర్తనతో అడ్డూఅదుపూ లేకుండా పేట్రేగిపోయారు.
