I randomly got this when opening ddlc. If you want to get this secret menu in DDLC+ and get a secret picture you have to open ddlc during act 2. There is a small chance it will happen so just keep closing and reopening ddlc until you get in. You can only get it in act 2. I don't know for sure but I think its a 1 out of 62 chance of getting it so it could take some time. This is also something you need to get to get 100% data collection.
