Assassinating Ning 'The Treasurer'
After you're let inside, follow the guard through the Treasurer's quarters. He'll ask you to wait in a storeroom containing many interesting statues and trinkets while Ning speaks to a merchant.
Word of warning here, don't attempt to walk into the Treasurer's chambers while you're asked to wait. The guards have absolutely no chill and will attack you immediately for even stepping one foot over the threshold. Continue waiting until the merchant speaking to Ning leaves, then when motioned, access the chamber.
Head inside and, when prompted, present the pin to Ning by pressing TRIANGLE / Y. You'll cue a long cutscene, where Ning will monologue about her life and gloat about the fact she had no help becoming successful. Eventually, Basim will get the opening he's searching for.
While Ning has her back turned, a cue will appear to assassinate her. Press it and you'll watch arguably the coldest assassination Basim has pulled off so far. Watch the assassination dream world cutscene, and then you'll return to the room.
As we're deep in enemy territory here, our escape isn't going to be easy. Leave the room with Ning and quickly bolt for the exit before the guards clock she's been murdered. If you managed to get out unseen, then simply leave the Bazaar. If you didn't, then flee and look for a hiding spot.

A Grand End Walkthrough
Once you're out of the fire, return to the Assassin's Bureau and speak to Rebekah to conclude the mission and the Karkh Assassin’s Bureau storyline as a whole.
