This is taken from the front deck of a CPR steamship, if I were to guess, I think it was Princess Elaine.

The first 30 seconds show the MV Kalakala when she was part of the Washington State Ferries.

At 0:45 you get a good view of the BAPCO paint plant at Laurel Point. BAPCO was for a long time the largest paint plant in Canada west of Toronto

The date has to be between 1955 and 1960 because those are the years the Kalakala sailed to Victoria. I will try to narrow it down some more.

I will try to identify which CPR steamer is at the dock at the end of the film clip

I have slowed the original clip by half to allow for people to see the details of the Inner Harbour better
