The second method works even if you haven't done the "Disrupt Armor" prep. This video is here for those who don't want to avoid the juggernaut; however, avoiding is an excellent strategy too, as long as you're careful when exiting from the basement.

Backstory:
Since 19-Aug-2021, Rockstar fixed the juggernaut so players can't easily kill him with one headshot or melee from behind like the rest of the guards anymore. I am using the Military Rifle of the Conspirator loadout. Also, since Tuners DLC was released, sticky bomb explosions are heard through the entire compound, so explosions are no longer valid for killing the juggernaut.
