This is a song I made for a sort of concept/theory of mine.
It's said that Arceus once shaped the universe with 1000 arms. Imagine that the Arceus we see in the games isn't the real Arceus, but rather one of the thousand arms that created the universe? This could certainly explain why it's weak enough to be caught in a Pokéball by a normal human, and only at a mere level 100 when what is meant to be a god should be much, much stronger.
I'm not criticizing Arceus of course, just some ideas of mine.
