I don't know how to rate the value of defense. I believe it's possible to win often playing aggressively or defensively, only, there are situations where almost all strong players would choose to defend, and there are situations where strong players would tend to attack. For trying to get good at the game, it's probably better to focus more on making sure you have down very well the basic concepts of making a hand efficiently, so, everything in the last video and some of the things in this video, and then, you should know the basics of defense and the times when you should almost always defend (your hand is poor and someone declares riichi, for example).
