With the primary registration period just around the corner， ruling and main opposition party leaders have reached an agreement on election rules that would begin with next year′s general elections.
Still... some issues remain unresolved.

Korea′s ruling and main opposition party leaders have reached agreement on election rules and other details ahead of April′s general election.
The agreement comes after ruling Saenuri Party chairman Kim Moo－sung， and chairman of the main opposition New Politics Alliance for Democracy party Moon Jae－in held talks on Monday in the southeastern port city of Busan.
The two agreed to take measures to initiate an open primary system that will conceal the mobile phone numbers of participants during the candidate selection process.
″We came to an agreement to revise our Public Official Election Act to conceal phone numbers.″
The two parties have been pushing forward with the open primary system to put more emphasis on public opinion when selecting candidates.
Even though the two agreed with the system， they failed to resolve differences over how to implement the plan.
The two sides also agreed on extending the preliminary registration period from four to six months， while giving slight advantages to youths， women， and the physically challenged in the nomination and primary process.
However they failed to find a middle ground on introducing a new proportional representations system.
″I emphasized the extending of our local constituencies and reducing proportional representations but Moon rejected this.″
The two sides also failed to handle other pending issues such as easing politics driven by regional rivalry which they acknowledged as a problem
They agreed to hold further talks on the matter.
