On September 12, 2023, the NYC Department of Buildings (DOB) released a new package of proposed rules to guide the implementation of Local Law 97. These rules give detailed criteria for covered buildings that must carry out prescriptive path upgrades, add a credit for beneficial electrification for covered buildings that electrify heat or hot water before 2030, and define criteria for “good faith” exemptions for covered buildings that are doing work but unable to meet their annual carbon limit.
