For this glitch, you will need a facility with the strike team. Make sure you have a parachute and I suggest having GTA+ so you can spawn a Vinewood Car Club vehicle next to you and instantly get your weapons wheel.

To do the glitch, you choose a player on the strike team then back off the menu and quickly select a story mode character and decline the alert. Try to do this as your character is still backing off the menu. Get back on the menu and hit observe then select a story mode character and back off again twice. Run to the desk and choose any helicopter fast. Then spam right D-pad and X to get back onto the spectate screen (if you load out in the helicopter, just go back inside and repeat the last steps). If you load onto the camera spectating the player and you have your mini-map, then press triangle and you should see a wasted screen after your character has fallen from the helicopter and died. Join Anawack1p5 or the respective account for your console and decline the targeting mode alert. Now you should have access to the weapons wheel. If not, open up the phone and use the Vinewood Car Club to spawn any vehicle (GTA+) or look at your mini map and fly your character to a pre-rendered area on the map and you should get access to the weapons wheel. Sometimes you need to join Anawack and decline the targeting alert to get your weapons back.
