Halloween Freeroam Event Requirements for Phantom Car, and Slashers Psycho, Driver, Sack and Clown

Between 9pm and 5am
Can not be in a plan, boat, helicopter, oppressor i or ii, deluxo, or amphibious vehicle
Phantom Car needs more than one person in the lobby. More people gives less chance of you being selected.
Slasher can solo but you need to be in one of the eight slasher zones.
