Keep all the cracks in your stucco walls caulked and paint at least every ten to fifteen years. Then, or whenever common sense dictates, you notice cracks after storms that were not there before.
If this simple but ignored maintenance is routinely done, you will never have to remove and repair stucco.

Soooo, we removed the necessary stucco, attached two layers of 60-minute paper to the studs, reattached the old cedar wood lath, then stuccoed the entire lower area under the stucco belly band.
By the way, this old Cearder wood lath was standard from 1890 to about 1920; if maintained, it lasts forever.

The owner asked my opinion of this wall.
I said in my experience that the stucco below the belly band should also be replaced.

However, to determine this, some exploration was necessary to see the extent of the damage.
We pulled off the rotted belly band and found the stucco placed over the old cedar lath to be damaged.
