Pet shelters overflowing, euthanasia being considered

The Contra Costa County Animal Service Department says it chooses to 'say yes' on saving potential pets wherever possible, not euthanizing them. However, it's becoming increasingly more difficult if its current overcrowding situation is not soon relieved.
