These beliefs are not illegal, yet the memo instructs the FBI to use tools like financial tracking, digital surveillance, undercover work, and referral to terrorism task forces when they appear. It also requires a continually updated list of domestic groups tied to these indicators and urges prosecutors to use the harshest charges available. Experts warn that linking political views to national security risks blurring the line between dissent and danger and reflects the early structure of an authoritarian style system.
