Repairing a Phantom 4 Controller That Won't Charge Fully

The charging issue seems to be a reoccurring problem with the Phantom 3 and Phantom 4 controllers. I haven't done this with a Phantom 3 controller but it's likely the power chip is in the same place and the same fix should apply.
