The Water Works Company of Indianapolis was formed in 1869 by James O. Woodruff, and received a franchise from the city in 1870. City legislation passed that granted the company authority "to construct, maintain and operate water works in the City of Indianapolis with proper structures, machinery, reservoirs, embankments, aqueducts, pipes and conduits to supply said city and its inhabitants with pure, filtered and wholesome water. It was sold to the Indianapolis Water Company in 1881, who took over the full "rights and duties" of the Water Works Company of Indianapolis.
