In mid-July 2025, representatives from more than 30 countries gathered in Bogotá, Colombia, for a pivotal summit co-hosted by Colombia and South Africa. Convened under the auspices of The Hague Group—a coalition dedicated to upholding international law and supporting Palestinian self-determination—the summit sought to coordinate a global response to Israel’s military actions in Gaza. Central to the proceedings was Francesca Albanese, the UN Special Rapporteur for the Occupied Palestinian Territories, who called on nations to suspend trade and diplomatic ties with Israel, arguing that its economy fuels a deadly and unjust occupation. She also sharply criticized the European Union for what she described as a failure to impose sanctions, calling its stance a betrayal of international law.

The participating nations, hailing from Latin America, Africa, Asia, and Europe—including Spain, Ireland, China, Qatar, Turkey, Venezuela, Algeria, Malaysia, Namibia, Cuba, Bolivia, and South Africa—were largely aligned with The Hague Group's objectives. Discussions focused on enforcing International Criminal Court arrest warrants against Israeli leaders, imposing arms embargoes and trade restrictions, blocking Israeli military-linked vessels from international ports, and advancing support for Palestinian statehood. As tensions escalated, particularly with the United States—which condemned the summit and sanctioned Albanese—the event underscored a significant diplomatic shift. It demonstrated the Global South’s rising influence and determination to redefine international norms in defense of human rights.
