This is represented by a three dimensional four nation pyramid. NOS remains the beacon of occupational standards, but is now enhanced and underpinned by a rigorous and robust approach to employer led quality, assessment and assurance. At this stage the base of the pyramid is flexible to meet the not only the four nations, but also the UK economic strategy and employers through rubric style approach, which begins with a high level standard – meta competences.

These meta-competences will:
• Create unity to secure four nation agreement.
• Meet a range of potential usages in diverse contexts.
• Create a blueprint for workforce mobility and portability across sectors.
• Enable the Treasury to be clear why it is investing; what it is investing in and what success and value for money looks like.
