India has been importing Russian crude oil at massive discounts — between $5 and $30 per barrel cheaper than global prices — for the last three years. Logic says this should mean cheaper petrol and diesel for the public. Reality says otherwise.

65% of the discount benefit went to private players like Reliance and Niyara Energy, and state-run giants Indian Oil, Bharat Petroleum, and Hindustan Petroleum. The remaining 35% went directly into the Modi government’s treasury. The public? Got nothing.

Petrol prices remain around ₹94.77/litre and diesel at ₹87.67/litre. The reason? Taxes.

Petrol tax: 46% of the retail price.

Diesel tax: 42% of the retail price.

Excise duty: ₹13/litre on petrol, ₹10/litre on diesel.

Plus VAT imposed by states.

The Modi government collects ₹2.7 lakh crore annually from fuel excise, and in April 2025, raised excise duty by ₹2/litre, adding another ₹32,000 crore in revenue. Despite cheap Russian oil, these taxes were not cut — instead, they were increased.

Meanwhile, corporate profits exploded:

Indian Oil, Bharat Petroleum, Hindustan Petroleum – from ₹3,400 crore in 2022–23 to ₹86,000 crore in 2023–24.

Mukesh Ambani's Reliance & Niyara – took 45% of all Russian crude imported in the first half of 2025 (compared to just 8% and 7% in 2022).

Refining margins: Reliance $12.5/barrel, Niyara $15.2/barrel.

Much of this refined fuel was exported, not sold domestically — 6 crore tonnes in the first half of 2025, including 1.5 crore tonnes to the EU worth $15 billion.

When Donald Trump imposed a 50% tariff on India over its Russian oil trade, the Modi government called it “unfair” but made no change to domestic fuel pricing or taxation. They defended it as “national interest” — but if it was truly for public benefit, why didn’t prices drop or taxes reduce?

The reality: cheap oil became corporate profit and government revenue, not relief for the people. Taxes stayed high, petrol under GST was never implemented, and the “global price stability” narrative was used to avoid public pressure.
